Goal
Government policies should tear down walls of exclusion and build bridges to opportunity.
Unfortunately, the nation’s largest affordable housing program—the federal Low-Income Housing Tax Credit—as administered by New York State fails to meet this goal. The Tax Credits are managed in a way that actually creates more racial segregation, concentrates poverty, and continually denies the people who need this housing the opportunity to live in neighborhoods with good resources.
According to the U.S. Census, Long Island is one of the most racially segregated areas in the nation. While it undeniably has many high-opportunity neighborhoods with good schools and other desirable resources, too often families living in “affordable housing” subsidized by Low Income Housing Tax Credits (LIHTC) are excluded from opportunity and have to accept failing schools, high concentrations of poverty and racial segregation. This is because New York State’s scoring system that is used to determine which projects will be funded, places scant emphasis on projects that are located in high-opportunity neighborhoods.

The history of racism in NYS is long and troubling. It is long past due that the government takes action to dismantle white supremacy by funding integration projects.
Long Island has stood as a prototype for American segregation for long enough.

I attended F.H. LaGuardia H.S., which has been highly-ranked, yet diverse high school historically and many alumni would agree that its diversity was its greatest educational tool. NYS students who attend segregated schools will be less-equipped to interact with our increasingly heterogenous society.
Brian Stephenson said it best: "The opposite of poverty is not wealth, it is justice". There is no greater injustice than racism. Erase racism, create justice...end poverty.

Segregated communities perpetuate discrimination on so many levels. The time to begin to remedy the effects of systemic inequality is long overdue. As a region, as a society, we must commit to understanding the facts and instituting real change.
The battle to eradicate systemic segregation starts within our own communities. Our brothers and sisters living in low-income areas cannot be left to their own devices in a system built to keep them from the education, resources and opportunities they deserve. The fight against racism has to start at home. Long Island is far too segregated and comfortable with that segregation. The subtle racism of segregation is equally as dangerous as those who carry confederate and Nazi flags in marches across America.

We are more than 50 years post Brown vs. Board of Education yet our communities and schools remain highly segregated. This creates an unjust and inequitable system of education privileging those in high-income and primarily white neighborhoods while continuing to deny resources of all kinds to children in low-income, primarily non-white schools. Housing equity is one way to begin to offer justice to all children.
It's time that all students come together, regardless of their race or socioeconomic status, to receive the proper education that they need to excel in life.

Segregation of towns is despicable
Middle income and low income families have not been treated fairly regarding housing for too long. The education that is offered in elementary schools also plays differentialities.
The Anti-Discrimination Center believes that, for decades, New York State has played a critical role in perpetuating segregation by making it easy for developers to build in areas of concentrated poverty that are overwhelmingly African-American or Latino, while making it difficult to build affordable housing in neighborhoods of opportunity, neighborhoods that remain disproportionately white. With just the smallest amount of political courage, the Cuomo administration could get this state on the road to compliance with the Fair Housing Act and to meeting its moral obligation to begin to undo its extensive contributions to New York's segregated status quo.
